USCIS Alien Registration Requirements for International Students

Dear International Students,

We hope this message finds you well. We would like to bring your attention to important requirements regarding Alien Registration as mandated by the U.S. Immigration and Nationality Act (INA).

According to current U.S. immigration law:

  • All non-U.S. citizens (aliens) aged 14 and older who were not registered and fingerprinted when applying for a U.S. visa and who remain in the U.S. for 30 days or longer, must apply for registration and fingerprinting.
  • Parents or legal guardians of aliens under 14 years old are responsible for ensuring the child is properly registered.
  • Upon turning 14, individuals must apply for re-registration and fingerprinting within 30 days of their birthday—even if they were previously registered.
  • All aliens aged 18 or older must carry proof of registration at all times. The most commonly accepted proof is a copy of the I-94Failure to carry proof is considered a Class C misdemeanor.

Please be advised that this rule is currently being reviewed for active enforcement, and we encourage all students to ensure they are in compliance.
